President Clinton signed the “Ticket-to-Work” and
Work Incentives Improvement Act of 1999 on December 17,
1999. Under the Program, the Social Security Administration
will provide disability beneficiaries with a “ticket” they
may use to obtain the services they need from an approved
Employment Network (EN) of their choice. The Ticket Program
is voluntary. Beneficiaries receiving Tickets will have
the option of contacting one or more ENs to discuss services.
The EN and the beneficiary work together to design an
Individual Work Plan that outlines the services to be
offered to enable the beneficiary to reach his or her
employment goal. The Seeing Hand Association is an approved
